General El Assar is a Member of the Supreme Council of Armed Forces (SCAF). He Served as Assistant to the Defense Minister for Military Armaments and as Chief of the Egyptian Procurement Authority. Headed a delegation to the United States tasked with discussing strategic relations, 2011. He participated in three wars; 1967, 1973 and the Kuwait war in 1991.General El Assar graduated from the Military Technical College with a Doctorate Degree in Engineering.
